I think it’s interesting that they refer to it as the “house of Cindy” rather than “Cindy’s house.” “House of Cindy” makes it sound more grand–which, given Cindy’s importance to Charlie, makes sense.
Cindy is, indeed, the aforementioned gal who Charlene kissed, who Charlie has a history with. We’ll see a lot more of her in the beginning of Year Three.
